Katya Dow

Katya Dow is the Co-founder and Legal Programs Director for the Juvenile and Children’s Advocacy Project (JCAP), based at the University of Houston Law Center, where she also is a Professor of Practice. Since creating a juvenile records sealing clinic at the Law Center in June 2015, Professor Dow and her students have sealed over 400 juvenile records in Harris County. Professor Dow also teaches an adult records expungement program and an ad litem representation program for dual status youth. Dow holds a B.A. in honors psychology from the University of Texas at Austin and a J.D. from the University of Houston Law Center. She previously practiced international commercial and insurance litigation in New York and Houston.

The Juvenile and Children’s Advocacy Project is a nonprofit legal services organization at the University of Houston Law Center.
